Natural Hair Care
- Braiding
- Locs
- Extensions (wigs, bundles, feeding weave into braids, clip ins)
- Customizing extensions (coloring and/or cutting)
- Shampooing & conditioning
Not Under Board of Cosmetology (HLO) Scope
These services are their own field, require a separate license, or are illegal in general.
Teeth Whitening & Tooth Gems
Belong to the dental hygiene field — not covered by any cosmetology license.
Hyaluronic Lip Filler
Illegal in all industries in Oregon.
PMU — Permanent Makeup
Microblading and lip blush fall under the scope of tattoo and require tattoo licensure.
Injectables — Botox, Fillers, Etc.
Require an active state license as an authorized healthcare professional (MD, DO, NP, PA, or RN). Basic estheticians are strictly barred from performing injections.
Advanced Esthetics Services
Require another level of school — beyond superficial chemical peels, laser hair removal & IPL services, body contouring, and devices that go deeper than the epidermis.
Important Note
Each specialty area within the cosmetology license has its own scope. Some services require additional certifications (e.g., dermaplaning, chemical peels, instructor license).
